1. Reserves only prevent anyone else from applying for the same character in that time period. Apps will still be processed in the order they are received.

For the sake of fairness as some clocks/watches/etc may be a little ahead of others, we're going to ask that everyone wait until the text on the page has switched from CLOSED to OPEN before submitting. One of us will be there to change it pretty much on the dot, and we've updated both the Reserves and Apps page to reflect this so there's no confusion.
