It is not possible to teleport either into the Horizon proper, since it isn't a physical location, or to the crater in which it is located, as that counts as teleporting out of bounds of the faction's borders. All characters must access the Horizon for the first time using the two methods described: meditating with someone or walking to the Singularity. If he were to try to teleport to it, he would simply go nowhere.
