The Free Cities, being the most technologically inclined, would be the best option. They could produce something that could help him move. However, unless he would decide to join their military ranks outright, it would be something the would have to work towards to gain their trust and time investment (think months in-game). But it would be a task they would be very excited about! They don't often get the chance to work with true robotics.
Thorne does have enchantment magics that could assist, however this is not something they have done before and that would also take some time in-game for them to develop these techniques.
We would recommend he not go to Solvunn. They are farmers and would not know what to do with a robot like this (unless he fancies being carted about in a wheelbarrow by a kindly PC).
In most instances he would need assistance from a PC to help move him around until the proper accommodations could be reasonably created with the technological limitations of the High Fantasy setting in mind.
