There's no good exact equivalent to compare to, but roughly analogous to the turn of the 19th century, though without the same advancements in electrics. No steam powered vehicles (yet), but there is a lot of interest in the potential of steam power. Basic ice boxes are standard, the metal lined cabinet with ice in them variety. For other examples of the sort of tech level they're at, think spinning mules, Alexander Cumming style water closet flush toilets, gas lighting for wealthier citizens, printing presses, and metal canning is quickly becoming the latest rage.

And while there are some mages in the Free Cities that dabble in blending magic and technology, for the most part it's considered a novelty and is mostly found applied to toys and party favors. Wind up toys powered by magic rather than clockwork, trick lamps, things like that. Something of an exception is phonographs - magic has allowed for earlier advancements in sound recording. Though the more staunchly pro-technology consider them frivolous and sure to be a short lived fad.
