The magic system would let her learn an ability, but she must actively choose to do so and practice until she succeeds. Solvunn uses High Magic for large spells such as giant wards or weather patterns, but relies on Academic Magic for smaller daily actions such as mending or sweeping. For example, if she wants to be able to weld, she could learn an Academic Magic welding spell from the local blacksmith.
In theory, this magic wouldn't be coming directly from her arm. However, you could use her arm as a "focus" to channel spells in order to closely simulate how her arm functions in canon.
