Yes, unless an exception is noted, rank requirements apply to all involved! Exceptions have been made in the past to help balance factions that had too few characters of sufficient rank, but currently this is not the case.

Characters are welcome to submit for influence if they would like to see if they're able to reach the sufficient rank to qualify!
