Hi mods! The Doctor has been volunteering at the orphanages in the Free Cities, regaling the kiddos with tales of his travels and just generally getting to know them & assist the caretakers where/when he can. Especially loving what the imaginations of children can produce, I had this idea in the months ahead, he might like to encourage the children to put on a play/production borne solely from their own minds, down to them coming up with a plot sort of round robin style so everyone gets a voice. Overall, it would be lowkey, just meant to be fun and collaborative, designing their own props and costumes from simple, very low budget materials. Once all "done" they would, in theory, just put on a production perhaps in the orphanage or somewhere else more publicly.

My question was to the feasibility of this:
1) Would he, first of all, be allowed to do this and would he need to get any permission from official caretakers before suddenly rallying the kiddos for something like this?
2) How many orphanages are there in the Free Cities? He wouldn't want any excluded. (apologies if this is noted and I missed this!)
3) Are there other barriers to keep in mind?
